The Safety & Health Specialist (Safety Compliance discipline) position is responsible for leading the scoping, ongoing administration, and training for the Drug and Alcohol and other compliance programs maintained within the Safety & Operations Discipline Department. Acts as a liaison between the HR/Legal groups and business units for the administration on compliance programs. This position is the liaison with third party vendors to ensure company compliance with DOT regulations. Conduct business process analyses, needs assessments, and preliminary cost/benefits analyses in an effort to align DOT compliance with Safety & Ops Discipline business initiatives. This role is responsible for implementing regulation changes and ensuring changes are correct and accurate for all groups including optimizing and maintaining the company EHS intranet sites.

 

Responsibilities:

  • Manage DOT and Company Drug & Alcohol programs. Specifically responsible for Post-Accident, Reasonable Suspicion and Random program
  • Create and Manage Annual MIS reporting. Including the audit and questionnaire requirements required by external customers, and all other governing agencies
  • Maintain an effective notification process to ensure the appropriate, consistent and timely HR and operational response for positive tests
  • The maintenance and retention of all program documentation as required by law
  • The assurance that testing media is current at all times with local/federal laws (i.e. urine, hair, saliva, etc.)
  • The compliance to any special or unique customer/client or state-specific requirements regarding substance abuse program issues (i.e. geographic differences by customer) regarding varying number ''panel'' testing requirements)
  • The educational needs of our operational districts to prevent substance abuse (i.e. posters, pamphlets, video and computer-based learning tools)
  • The establishment and coordination of the D&A testing program; including collection site set-ups, scheduling mobile unit appointments and interfacing with testing laboratory representatives
  • Ensure accurate system regional headcounts are up-to-date (including corporate and other office facilities) and that all affected employees are included in the respective testing pools (i.e. DOT, Non-Dot, pre-access, customer specific, random, etc.)
  • Ensure organizational data is kept accurate and current in the HRIS database
  • Develops and maintains driver qualification program. Regularly reviews data in Driver Qualification System for accuracy and compliance.
  • Stays current on changes to and maintains a library of federal, state, and local transportation and environmental regulations (SME).
  • Supports the development of transportation regulatory plans or programs for assigned state or federal jurisdiction to meet corporate compliance.
  • Obtains, analyzes, and communicates critical transportation regulatory information for use by management and related departments.
  • Provides technical expertise to other business units who may be assigned to assist in carrying out projects and assignments.
  • Timely follow-up on violations as a result of internal audits or external issues.

 

Training Support

  • Develop training plans, materials, and documentation for supervisors and employees, keep materials up-to-date, coordinate new supervisor training and ongoing training sessions across Williams
  • The effective delivery of reasonable suspicion and reasonable cause training for DOT requirements
  • Provides training records during routine audits and maintains versioning of training materials.
  • Serve as the subject matter expert and primary point of contact for all DOT compliance requests

 

Audit Support

  • Responsible for maintaining DOT compliance records and providing records during audits.

 

Vendor Management

  • Manage ongoing relationship with Safety & Ops Discipline Systems partners to address and resolve compliance problems and identify process improvements
  • Partner with third party providers as needed for development, technical support, and system evaluations/decisions to ensure consistency with business process requirements

 

Qualifications:

  • Bachelor’s degree in from an accredited university.  
  • Minimum 2+ years experience in the energy industry preferably with working knowledge in HR systems and/or drug/alcohol programs.
  • Proficient in Microsoft Office Suite
  • Ability to solve problems in a practical and efficient manner.
  • Ability to collaborate and productively influence decisions.
  • Must be able to multi-task and prioritize in order to support multiple groups.
