Our organization is seeking a skilled Telecommunications Architect to be a part of our Team.  The successful candidate will be responsible for designing, standardizing and overseeing the extensive and complex telecommunications network across the entire organization.  This person will also provide technical and remote hands-on general IT support for all locations within Williams. This is a senior level position that will need the ability to communicate and lead telecom, network and operational level employees and projects through the telecom environment.   


  • Provides architectural expertise and direction for all telecommunications systems and related applications environment, including the acquisition, installation, and maintenance of system equipment and applications; serves as liaison with telecommunication vendors. Troubleshoot, operate, and maintain systems composed of microwave, fiber, two-way radios, leased circuits, cell modems, VSAT’s, SCADA radios, terminal servers, digital multiplexers, and alarm systems by various manufacturers (Alcatel, Aviat, NEC, Harris, Newbridge, Nortel, MDS, Cisco, DPS Telecom, etc.).
  • Candidates will be accountable for effectively managing projects and delivering objectives and engineering technical solutions that meet the needs of the business and cost, while following corporate standards and internally instituting these standards within IT.
  • Candidates will conduct trend analysis and capacity analysis to anticipate changes in the business environment and take appropriate action. Experienced candidates are expected to train new candidates and may occasionally guide the work of Network Technicians or Field Technicians assigned to specific projects.
  • Participates in the leadership and management of the information technology telecom services across the organization, to help develop the vision for the information technology directions and goals for telecommunication; fosters effective use of resources and directs activities that achieve strategic direction of Williams; oversees the end-install, test, and maintenance of telecom and network equipment across the organization in support of the Operational Areas initiatives. This person will also be expected to coordinate across the OA staffs to assist other techs, help with projects, and to provide support in the event.
  • Interacts with the business manager to oversee all telecom services and ensure that they are cost efficient, standard and highly reliable.  Work closely with Telecommunications Engineers/Specialists and Field support staff throughout Williams’ locations, to assure the reliable operations of all telecommunications assets and standards.
  • Interface with SCADA, Gas Control, Network Services, local operations and other support groups and outside vendors as needed to ensure reliable operations and that critical business systems are prioritized.
  • Incumbents are expected to keep abreast of changing telecommunications regulations and technologies. Technical certifications may be required depending on the specific role.
  • Will report to the Williams IT Network & Voice Manager





    Minimum Education:


    Required:  BS Degree in Information Systems, Telecommunications, or other related field

    Preferred:  BS/MS Computer Science, Electrical Engineering and/or Telecommunication


    Minimum Experience:

  • Ten (10) + years of experience in Telecommunications and IT network infrastructures.
  • Knowledge of electrical, electronic, and mechanical principles used in telecommunications systems.
  • Ten (10) + years of technical knowledge and experience of wireless Telecoms industry and standards either through work experience or academic training.
  • Solid understanding of IP networks (TCP/IP)
  • Knowledge and experience of some of the following telecoms protocols is helpful, SMPP, MM1-MM7, SOAP/Parlay X, SMTP, SUA, SIP, ISUP, SS7, RADIUS, Diameter
  • Provide deep technical expertise and SME knowledge about both the current and desired future states of the company's Wireless, Microwave, Radio, AMS, networks.
  • Familiarity with 3G/4G network architecture as it exists today, and upcoming 5G services and its effect on telecom support services
  • Ensure adherence to the change management program when implementing changes to the communications infrastructure.
  • Ensure adherence to the incident management program when addressing various incidents within the network and communications infrastructure.
  • Work with networks and communications vendors and service providers to ensure necessary operation of data and voice communication networks.
  • Continually seek network and communications improvements for the benefit of the company and its business objectives.
  • Provide recommendations regarding networks and/or communications service providers and products.
  • Interact with management, service provider personnel, and key vendors during network incidents and security events to keep all parties informed.
  • Update system and procedure documentation for all network hardware.
  • Experience maintaining telecommunications infrastructure for a pipeline company or other related business and able to demonstrate systems integration expertise.
  • Ability to interpret circuit diagrams, blueprints, engineering drawings, and end manufacturer's specifications
  • Ability to work as a member of a team and independently
