Construction Contract Mgmt Staff

 

Our organization is seeking a Contract Management Specialist Staff for our Tulsa Construction group supporting the Engineering Services Facilities team.  This position is located in Tulsa, OK.   This role coordinates with E&C project teams (Project Managers, Engineers, Construction Managers, etc.) on a variety of items, all related around the creation, bidding, and execution of Contracts for large capital E&C projects.  This position also regularly interfaces with Contractors, and provides contract interpretation support for the E&C teams.

 

Responsibilities:

  • Coordinate with project teams to formulate contracting strategy that mitigates the identified risk for a project.
  • Assist the development of the contract’s scope of work and schedule of values, and identify the supporting documentation (i.e. drawings, specifications, permits, etc) needed to be included with the contract.
  • Facilitate the bidding and execution of Construction Contracts in accordance with Company policies, including:
    • Gather, organize and disseminate bid documents to Contractors.
    • Schedule and facilitate construction pre-bid meetings and project site walks.
    • Function as the primary funnel for communications between the Company and Contractors during the bid process.
    • Facilitate and monitor the answering of request for information (RFI’s) during the bid process. 
    • Receive bids, create detailed bid analysis, identify risk in bids, and present findings to project team.
    • Schedule and facilitate the review of bids with shortlisted Contractors.
    • Coordinate with legal team to negotiate and obtain agreement of commercial contract terms with Contractor.
    • Ensure bid review and Contractor selection process are completed on a fair and impartial basis.
    • Prepare formal bid award presentation for management review and approval.
    • Gather and organize final contract documents, verify all contract compliance items have been met, and complete execution of contract between Company and Contractor.
    • Enter contract into Company’s Oracle accounting and payment system.
    • Ensure contract is stored in compliance with Company’s records and document management procedures.
  • Support project execution team with interpretation of contractual provisions, cost analysis and creation of formal written responses during negotiation and settlement of project changes.
  • Assist with maintenance and development of standard for creation, documenting and presentation of cost and performance metrics of Contractors.
  • May be called upon to participate in critical decision making processes. 
  • Perform other related duties as assigned.
  • Establish Contract Close-Out Process and reports
  • Understand and address unique site physical, labor relations, and public relations challenges
  • Define contractual Milestones
  • Maintain appropriate contractual records an document key correspondence, status and issue reports
  • Final review/approval of commercial invoices
  • Participate in and refinement of contractor pre-qualification process
  • Review and approve contractor insurance requirements and certificates
  • Maintain Contractor database
  • Oversee site contract administrators

    Qualifications:

     

  • Bachelor’s degree or equivalent direct experience required.
  • Have at least ten (10) years experience creating, bidding, negotiating and executing construction contracts.
  • CCCA (CSI) certification not required but preferred.
  • Have a general working knowledge of the energy industry, specifically regarding midstream engineering and construction operations.
  • Have excellent people management and communication skills.                       
  • Proficiency to MS-Office applications.
