Our organization is seeking a highly skilled project controls stakeholder with leadership skills to join our Project Controls group in San Antonio, TX.

The Project Controls Supervisor is responsible for leading and managing individuals that provide project controls support to Williams’ Engineering Services Project Managers and other project team members.  This role will work with other key areas to include:

 

  • Project Managers – Project Status reports, contracting plan, Change management , Risk Analysis and updates, Scheduling and progress updates, forecasting
  • Managers of Projects  - Work Orders issued and required approvals for contracts and change orders, forecasting, issues and risks
  • Accounting/Planning – project reporting, Funding pools/ funding requirements, Forecasting, and accruals
  • Directors of Rockies and Central Engineering Services, Vice President of Engineering and Tactical Projects, Area GM’s - Work Order and contract approvals, project status reports and forecasts.
  • Vendors and 3rd parties – Project status and progress updates/milestones, reporting requirements, schedule updates
  • Project Support – Coordinate, supervise, and train to meet enterprise objectives

     

Responsibilities:

  • Highlight any capital spending issues or trends which might lead to project overspending.
  • Provide feedback, guidance, standards ,and training support for the Project Life Cycle process and key elements within (Risk, Forecasting, Procurement, Scheduling)
  • Monitor to ensure the project controls process is being followed
  • Complete projects on time and on budget. 
  • Ensure contractors and vendors are working to meet expected project dates, deliverables, and commitments.  This is done by schedule and progress updates based on vendor reports, inspections, and phone calls.
  • Identify risks to project cost and schedule execution, and ensure that the project team is informed and aware of these risks.
  • Providing forecast guidance and highlighting areas of concern for responsible capital projects.
  • Track vendor compliance with the terms of the contract or purchase order
  • Direct supervision of project control, project support, and administrative staff for all capital projects in their related area.
  • Serve as a point of contact or potentially as an SME or process owner for their field of focus (Contracting, Risk, Scheduling, and Forecasting).
  • Develop and publish key metrics and KPI (Key Process Indicators) for the projects under their span of control.
  • Issue monthly progress reports for assigned capital projects per the project controls standard
  • Prepare detailed cost analysis to identify and explain variances on a monthly basis
  • Prepare project forecast and participates in forecast reviews with project team
  • Enter monthly forecast information into various systems
  • Assist in identifying/monitoring project risks
  • Develop and execute the project contracting and procurement plan
  • Monitor and track project change requests and report on cost deviations and trends
  • Develop, baseline, and track project schedules in P6
  • Input project budget and detailed information into PowerPlant EcoSys on a monthly basis.
  • Produce various project reports as needed using Sharepoint, Excel, PowerPlant, and P6.
  • Update the project controls information for assigned projects in the Sharepoint project pages
  • Assist in closing out projects and transfer of relevant information to accounting and operations.
  • Attend monthly project and stakeholder meetings as needed.
  • Create, negotiate, and lead the development of standard practices.
  • Teach or provide training material for their direct reports and assure compliance to company standards and guidelines.
  • Participate in Peer reviews and lessons learned as needed.

 

Leadership will be measured on:

  • Successful completion and start-up of capital projects within budget and on schedule.
  • Tracking vendor performance using the project schedule and earned value measurement.
  • Feedback from Project Managers and management about the effectiveness of Project Controls on assigned projects to meet the schedule and budget criteria.
  • Successfully interact with internal and external personnel (contractors and/or vendors) for contract oversight, progress reporting, and risk mitigation to minimize any problems that may occur.
  • The accuracy of the project reports and forecast are measured by comparison to the actual cost and schedule of the project as it progresses. The estimate at completion compared to the project budget.
  • Contract change logs and issue resolution
  • Tracking of earned value and other metrics
  • Audits of results have little or no findings
  • Findings and feedback from lessons learned

  • Proficient in Primavera P6, Word, Excel, PowerPlant, EcoSys, Forecasting, Earned Value and Oracle

 Qualifications:

A Successful Candidate Will:

  • Possess a Bachelor’s degree in Engineering, Construction, Business or equivalent.
  • Have 10 plus years work experience in project controls preferably with past supervisor experience.
  • Have relevant experience in the Oil and Gas Industry.
  • Have experience with EPC contracts.
  • Possess PMP certification, PMI-SP (scheduling professional) certification, additional PMI or AACE certification
  • Must be willing to travel up to 75%
