This position is responsible for managing and advising during design, pre-construction, construction and post-construction various environmental compliance activities for natural gas transmission facility and pipeline expansion and maintenance projects in the Atlantic Gulf Operating Area, Princeton Division. 




  • Direct professional experience with USACE, USFWS, FERC, USEPA and relevant state agencies (NJ, NY, MD and PA preferred).
  • Responsible for construction environmental permit compliance oversight.
  • Analyze environmental regulatory requirements and develop management plans for compliance.
  • Manage the environmental inspection and post-construction compliance programs for capital expansion and large maintenance projects within the Division. 
  • Develop scopes of work for environmental services contractors, managing environmental services contractors and contracts, tracking costs & schedule of environmental components of project and communicating project status to project teams on a routine basis.
  • Advise construction management regarding construction procedures, mitigation techniques, waste management and remediation, inspection records, and training; ensuring compliance with environment requirements prescribed in laws, regulations, and company policies and procedures for facilities and pipelines.
  • Implementation of the FERC Wetland and Waterbody Construction and Mitigation Procedures and Upland Erosion Control Revegetation and Maintenance Plan.
  • Provide technical support and guidance to field environmental inspectors and coordinate resolution of potentially non-compliant situations; Provide oversight and direction to post construction monitoring team.
  • Environmental Liaison between the Company and federal, state and local regulatory agencies during active and post-construction tasks.  Prepare construction and compliance status reports for FERC and other agencies.  Developing and coordinating FERC variance requests and permit modifications as necessary. 
  • Provide response, direction and expertise to address environmental emergencies such as reportable releases in order to minimize impacts to the environment as required.
  • Provide technical support, in both field and office environments, to the company's environmental regulatory review processes and compliance with environmental programs.
  • Lead environmental compliance and permit review discussions at construction pre-job meetings and environmental training.
  • Adhere to Company Standard Operating Procedures (SOPs) and process workflows with regard to permitting and compliance tasks.
    • Provide continuous improvement recommendations to SOPs annually.
    • Provide guidance to Environmental Inspectors in order to evaluate and ensure compliance with all federal, state, local regulations and company policies relating to waste management and spills.
  • Review and approve Waste Management Plans for projects during construction:
    • Evaluate and recommend laboratories and coordinate sampling and profiling of all wastes materials generated.
    • Evaluate all phases of waste generation, storage, transportation and disposal.
    • Complete and submit annual hazardous waste generation reports, if required.
    • Ensure all activities adhere to company Waste Minimization Procedures.
    • Recommend and evaluate alternative products and practices to reduce disposal costs.
  • Develop and administer methods for the proper management of regulated wastewater.  Agency coordination and reporting on hydrostatic test water, trench dewatering and stormwater releases.
  • Supervise or conduct Phase I due diligence activities for new property acquisition.  Familiarity with the ASTM and AAI processes.  Make recommendations on Phase II & III site investigations.
  • Review and assist (as necessary) with FERC inspections and ensure corrective measures prescribed have been managed in accordance with the applicable regulations.



  • College degree and/or equivalent combination of education and experience.  Preferred degrees in Environmental Science, Natural Resources, Biology, Geology or Engineering.
  • Four or more year’s previous experience in environmental permitting and/or compliance, EH&S, oil and gas operations or related role. 
  • Functional/technical knowledge and skills in the principal environmental areas of Stormwater Management, Erosion and Sedimentation, Stream/Wetland Permitting/Compliance, Water and/or Waste.
  • Strong knowledge of the waste acceptance process including ability to direct sampling, review data and approve profiles. 
  • Direct experience with RCRA, CWA, CAA, CERCLA, EPCRA, and state equivalent programs.
  • Experience implementing the FERC Wetland and Waterbody Construction and Mitigation Procedures and Upland Erosion Control Revegetation and Maintenance Plan.
  • Proficient use of PC based applications (MS Word, Excel, Internet and databases) is required.
  • Knowledge of Federal and State environmental laws and regulations as applied to the natural gas industry.
  • Strong administrative, organizational and oral/written communication skills.
