Summary and Purpose Statement

Our organization is seeking a highly qualified Technical Specialist (Welding /Non-Destructive Testing) to be a member of our Northeast team. Reporting to the Supervisor of Construction, the Technical Specialist will be responsible for planning, coordinating, and executing Tier II Welding and Non-Destructive Testing (NDT) activities and support throughout the construction of Williams’ Natural Gas Pipelines and Facilities.

 

Essential Duties and Responsibilities

  • Audit welding and NDT performances for compliance to all company procedures, specifications, and regulatory requirements
  • Assist with the development and implementation of Construction Quality Management Systems
  • Assist with staffing Construction Inspection teams, which will be focused around welding and Non-Destructive Examination (NDE) Inspections.
  • Perform Tier II Welding  and NDT support activities
  • Evaluate and approve contractor welding procedures for compliance to company and industry welding procedures, codes and standards.
  • Facilitate approval of company welding inspectors including facilitating the administration of welding inspection modules to welding inspector candidates and periodically evaluating performance during the execution of the duties on construction projects.
  • Evaluate and recommend qualified NDT companies to perform NDT activities on construction projects.
  • Act as a liaison to Asset Integrity (Welder Qualification Process) and the Construction Quality Manager (Quality Program)
  • Performs quality audits and documents results of Welding and NDT processes and documentation requirements on construction projects.
  • Assist in the testing of contractor welders for construction projects.
  • Assist in the qualification of fabrication shops and contractor shops including their welding procedures for compliance to company and industry welding procedures, codes and standards.
  • Serve as welding and NDT SME on RCA investigation teams as requested. 
  • Anticipates and proactively addresses potential welding and NDT related issues.

Minimum Qualifications

  • High school Diploma or equivalent
  • Minimum of fifteen (15) years’ experience working on “small” projects, with seven (7) years’ experience working  on Large to Mega projects (>$50 mil)
  • Possess an advanced knowledge level of Microsoft Office Applications (Word, Excel, Outlook, and PowerPoint), with the ability to learn other company specific applications
  • Ability to influence stakeholders, provide a sense of urgency, be well organized, and possess a strong attention to detail mentality
  • Possess an American Welding Society Certified Welding Inspector (CWI)
  • Possess an American Society for Nondestructive Testing (ASNT) Level II Certification
  • Possess an American Society for Nondestructive Examination (ASNT) Level II Certification
  •  (or expected to obtain within 2 years)
  • Direct hands-on experience and knowledge of the American National Standards Institute (ANSI) Codes B31.3, 31.8
  • Direct hands on experience and knowledge of the American Petroleum Institute (API) Standard 1104
  • Direct hands-on experience and knowledge of the American Society of Mechanical Engineers (ASME) Section IX

 

Preferred Qualifications

  • Associates or two year degree
  • API certifications 510, 570 and 653
  • Level ASNT III NDT/NDE certifications
  • NACE Level 1 Certification
  • API 1169 Pipeline Inspector certification
  • Quality Auditor Experience
  • Natural Gas Facility construction experience
  • Pipeline construction experience
