The Construction Manager provides leadership and instruction to the team of construction management professionals who support Project Managers/Directors in achieving the successful design, construction and commissioning of major projects, ensuring construction management resources are available as needed by the projects.

This position will be responsible for planning and directly overseeing the work of contractors and third party service providers doing pipeline construction and repair activities in the Ohio, Northeastern/Southwestern Pennsylvania and West Virginia operating areas.  The work will typically involve the daily coordination of multiple contractors and service providers with the objective of maximizing efficiency. The Construction Manager will interface with local operating company personnel, land owners and public officials in the coordination of the work including gaining access and permission for doing the work on property owned by others. The Construction Manager will report to the Project Manager and will be accountable for performing the work safely, on time, on budget and in compliance with Williams’ plans and procedures.

 

 

Primary Responsibilities:

  • Works with project managers to plan and design the construction of assets and ensures appropriate and timely resources are available to support the development and execution of major projects.
  • Develops Preliminary Construction Scope, Schedule & Budgets for New Projects.
  • Continuously monitors the projects and identifies risks, poor/missed communications, and/or resource gaps and develops mitigation strategies to resolve.
  • Acts as a facilitator among the various groups (internal and external) to ensure timely and reasonable solutions to issues.
  • Advises the project managers and directs construction staff to ensure optimized and appropriate construction strategies and contracting plans are in place for the projects. Leads negotiations on larger complex contracts.
  • Develops new and maintains strong relationships with key fabricators and constructors and makes recommendations for bid lists or sole sourcing.
  • Ensures the proper staffing and training/ mentoring of regular and contract staff, implementing an inspection program (QAQC) to assure construction quality, inspector competency, and compliance with applicable codes & specifications and completion.
  • Ensures adherence to construction contracts, standards and procedures, Environment, Health & Safety (EHS) requirements and other regulations and codes.
  • Works with the entire Project Leadership team to promote and encourage a “team” attitude in achieving a successful project.

 

Responsibilities:

  • Accountable for making sure the work is performed safely and in compliance with all laws, regulations and Williams procedures.
  • Responsible for establish and maintaining effective working relationships with local construction contractors, service providers, vendors, third party operating companies local officials and Williams personnel.
  • Responsible for preparing and implementing weekly work plans and schedules for pipeline construction and repair activities.
  • Responsible for the selection, leadership, daily oversight and coordination of contractors, service providers and contract inspectors.
  • Responsible for monitoring contractor and third party service provider performance and making adjustments to crew size, crew make-up and equipment utilization to ensure that the work is performed efficiently.
  • Responsible for approving daily work tickets.
  • Responsible for making sure the materials and equipment required for the work are available and organized when it is needed.
  • Responsible for establishing and maintaining a field construction office and warehouse.
  • Responsible for maintaining pipeline construction and repair records.
  • Responsible for tracking progress and reporting progress relative to plan on a weekly basis.

 

 

Functional/ Technical Competencies:

  • Information gathering, risk assessment, analyzing alternative solutions, and making decisions without all the answers to estimate and evaluate the cost-effective alternatives.
  • The ability to manage multiple complex projects with high level of customer focus.
  • Knowledge of project development, scope development, scheduling and cost estimating/forecasting is required.
  • Proficient in the use of computer based construction scheduling and progress reporting programs and current versions of Microsoft Office Suite applications such as Excel, Word, Power Point, Outlook and Adobe or Bluebeam pdf.

Technical Requirements:

  • 10-15 years of experience in pipeline construction and/or repair.
  • Direct experience in the construction, operation or maintenance of pipelines.
  • Strong working knowledge of pipeline construction and repair methods.
  • Direct experience in the oversight of construction contractors.
  • Working knowledge of pipeline construction codes and standards including ASME, DOT, API, OSHA, and AWS inspection procedures is required. 
  • Proficient computer skills with Microsoft products such as Outlook, Word, Excel and MS Project.

 

 

Qualifications:

  • Bachelor degree in a technical field or extensive natural gas/oil industry experience. Construction Management degree preferred.
  • 10-15 years construction, inspection and commissioning experience with natural gas liquids, oil & gas pipelines, gas processing plants, and gas gathering projects.
  • Strong working knowledge of construction contracts, contractor procedures and construction work sequences for plants and pipelines.
  • Working knowledge of codes & standards such as required by OSHA, FERC, API, USCOE, EPA, CSA, ASME, ABSA, Health and Safety Act, inspection procedures.
  • Results-oriented, able to communicate effectively with external and internal customers, and proficient in negotiations.
  • Strong people management and conflict resolution skills.
  • Efficient organizational and planning skills, accompanied by strong business acumen.
  • Strong relationships with construction industry players.
  • Willing to travel up to 50%.
