Job Title: Safety and Health Specialist IV

 

Williams is a premier developer and operator of energy infrastructure in North America; one of the top gathering and processing companies in the country and a major interstate transporter of natural gas.

Our organization is seeking a highly skilled Safety and Health Specialist IV to join our workforce. The primary responsibility of this role is to coordinate and oversee elements of Process Safety Management (PSM) Program activities as defined in Williams Integrated Management System (WIMS), as related to OSHA and industry standards.   This position will support the Utica Supply Hub (USH) Operations Management, and coordinate with other Safety and Operational Discipline Teams (Process Safety, Employee Safety, Asset Integrity, WIMS Assurance, Environment, and Asset Reliability and Performance).  Additionally, this role will assist the Engineering Services groups in meeting their PSM responsibilities, from a design and construction implementation.

 

Responsibilities: 

  • Ensure compliance with the requirements of Williams Integrated Management System (WIMS);
  • Responsible to work with Operations Management and coordinate with appropriate support groups to ensure all Process Safety Information (PSI) is available and compliant;
  • Responsible to work with Operations Management to ensure Action Items are closed out with proper documentation and that identified risks are mitigated;
  • Responsible to work with Operations to ensure site operating procedures & training are current and effective;
  • Employee safety support during operation and construction activities;
  • Responsible to work closely with site technical process resources;
  • Assist in developing and implementing site specific operating and maintenance procedures;
  • Participation and engagement in Management of Change, Incident Reporting, Contractor Management, Emergency Response Outreach and Action Tracking processes;
  • Maintain PSM documentation at applicable facilities.
  • Provide the training of PSM requirements to facility personnel, contractors and general public as necessary;
  • Promote a positive team environment;
  • Support, participate in and potentially lead Hazard and Operability Studies
  • Support OSHA required program Audits;
  • Work with engineering on new facilities that fall under PSM to ensure compliance prior to startup;
  • Actively participate in and lead incident investigations;
  • Provide leadership and expertise to operations on effective implementation of PSM processes;
  • Assess program gaps and lead development and implementation of gap closure.

     

    Functional/Technical Competencies:

  • Knowledgeable in inspection and maintenance of:
  • Pumps, compressors, engines, dryers, valves, regulators, control valves and liquid dump valves;
  • Overpressure protection devices including relief valves, high-pressure overrides, rupture disks and pressure limiting devices;
  • Liquid level, pressure, differential pressure and flow switches and indicators;
  • Vapor recovery units, Flare Systems and associated instruments and controls;
  • Emergency shutdown systems and associated instruments and controls, including facility fire eyes, gas detectors, etc.;
  • Diaphragm, centrifugal, glycol exchange and multiplex positive displacement pump skids and associated instruments and controls;
  • Methanol and chemical injection pumps;
  • Flammable liquid storage tanks, piping, emergency vents, in-line vents, flame arrestors and secondary containment systems;
  • Separation and filtration equipment and associated instruments and controls;
  • Plan and perform maintenance and troubleshooting activities for gas pipelines, dehydration equipment, overpressure protection devices, separation and other related appurtenances.
  • New facility walkthroughs, inspections and conformance with industry and company standards

    Qualifications:

  • Possess a Bachelor’s degree in an Safety or Engineering discipline with 12-15 years of natural gas industry experience or equivalent work experience in Chemical plant, production, processing, or manufacturing facility, is required;
  • Possess a strong track record in facilities, engineering and operations.  Working knowledge of production, processing, and/or construction experience, is required;
  • CCPS (Process Safety Professional Certification) or equivalent is preferred;
  • Have a minimum of 8-10 years of experience in process safety, PHA, and risk analysis is preferred;
  • Have the ability to communicate shared experiences in process hazard recognition with frontline personnel using expressive and creative techniques in training forums and individual meetings;
  • Have a working knowledge of EHS Management Systems and safety metrics;
  • Any associate who drives a company or personal vehicle for Company business must possess a valid driver licenses and follow all guidelines that are outlined in the Company’s Fleet Policy; and
  • Ability to travel up to 25% and support assets within an assigned geographic region.
