Summary and Purpose      

Our organization is seeking a highly qualified Technical Specialist III to be member our Houston, Texas team.   Reporting to the Manager of Measurement, the primary purpose of the Technical Specialist is to provide support to field technicians and internal/ external customer seeking assistance to resolve measurement equipment malfunctions and issues in the field.

 

Essential Duties and Responsibilities

  • Provide Measurement support to field technicians regarding Williams’ Transco Pipeline System and Pipeline System Measurement Analysis.
  • Efficiently and effectively resolve issues related to measurement equipment malfunctions, volumetric imbalances, and quality discrepancies.
  • Provide direct support to Engineering, Internal/External Customers, and Field Operations during the design, implementation, start-up, and commissioning of new facilities with regards to measurement equipment and functions.
  • Assist in the development of training programs of measurement analysis for field technicians, which provides continuous improvement of skill sets, and creates a deeper understanding of measurement analysis.
  • Provide oversight related to proper operation and maintenance of measurement equipment through site visits and field audits.
  • Perform field audits, meter tube inspections, and other related task as needed.
  • Oversee meter tube maintenance by performing visual inspections "pre and post" cleaning to ensure work is completed on-time, properly, and on budget.
  • Provide timely resolutions of equipment (Meters, Gas Chromatographs, Odor Analyzers, Injection Devices, etc..,), and track and log recurring issues to help develop a strategy to address recurring equipment malfunctions.  
  • Thoroughly review and conduct L&U investigations in support of measurement analysis and field operations. Thorough records must be keep during the investigation to document the process, findings and conclusions.
  • Perform field audits, meter tube inspections, and other related task as needed.

 

Minimum Qualifications

  • Bachelor’s Degree AND/OR an equivalent combination of experience
  • Minimum of five (5) years’ direct experience with Field Operations, Hydrocarbon Measurement Equipment, Analytical Devices, and API / AGA Procedures
  • Ability to effectively communicate both verbally and in writing to other individuals, teams, customers, and stakeholders of the business
  • Ability to read and understand Engineering Design Documents, Commercial Contracts, Interconnect Agreements, etc... 
  • Possess an advanced knowledge level of Microsoft Office Applications (Word, Excel, Outlook, and PowerPoint), with the ability to learn other company specific applications
  • Advanced knowledge and experience with investigating and resolving hydrocarbon volumetric imbalances and quality discrepancies
  • Ability to influence stakeholders, provide a sense of urgency, be well organized, and possess a strong attention to detail mentality

 

Preferred Qualifications

  • Bachelor’s Degree in Engineering
  • Seven (7) years’ direct experience with Hydrocarbon Measurement Equipment, Analytical Devices, and API / AGA Procedures
  • Knowledge and direct experience with Hydrocarbon Chemistry, Regulatory Requirements for Hydrocarbon Operations and Reporting
