The Environmental Specialist (ES) is responsible for providing permitting and compliance support to Operations and Tactical Projects & Technical Services groups within the Atlantic-Gulf Operating Area. This person will coordinate, develop, monitor, administer and evaluate environmental compliance and remediation activities at assigned company field locations by working closely with operations to ensure facilities are operated in compliance with permit conditions while maintaining a cost efficient, regulatory compliant and environmentally safe operation.


The Environmental Specialist primarily uses Williams Integrated Management System (WIMS) as a resource to execute environmental permitting and compliance activities. This position reports to the Environmental, Health and Safety (EH&S) Manager assigned to the Operating Area.




Air Quality Compliance (AQC)


  • Perform operational support functions related to overall air permitting and compliance for interstate transmission and/or midstream natural gas gathering & processing assets located in the Atlantic-Gulf Operating Area. 
  • Prepare, submit and track all Non-capital projects permit applications as well as Title V permit renewals for existing facilities.
  • Coordinate with Project Permitting group on PSD and/or NSR air permit applications for expansion projects.
  • Prepare and submit all required compliance reports/certifications such as Annual Compliance Certifications, Semiannual Monitoring Reports, Emissions Inventories, Deviation Reports (as needed), Ozone Season Reports, Notification of applicability (as needed) and Exemption determinations.
  • Complete Emissions Fee payment and invoice verification.
  • Review Management of Change Requests (MOCRs).
  • Review permits and educate construction and operations personnel on permit conditions and requirements. Identify environmental training needs and provide required trainings to operations personnel.
  • Manage relationship between Williams and regulatory agencies; interact with regulatory agencies on a consistent basis.
  • Conduct periodic State regulations review.
  • Facilitate data gathering and submittal for Industry data requests (Natural Gas Star, INGAA surveys)
  • Develop emissions inventories for criteria pollutants, HAPs and GHGs. 
  • Provide follow-up reporting assistance on spills and releases. 
  • Provide Stack Testing support to field counterparts.
  • Manage Leak Detection and Repair (LDAR) Program.
  • Participate in environmental reviews/audits, project site trips, scoping/design meetings, and monitor project schedules and implementation. 
  • Interpret applicable federal, state and local environmental regulations and ensure compliance with such regulations. 



  • Bachelor’s degree in environmental science or engineering, or related field.
  • At least three years of experience in environmental-related field.
  • Awareness of regulatory and industry governance/guidance.
  • Demonstrate high level of computer competency, including word processing, spreadsheet and database applications. 
  • Position requires a team player with the ability to multitask, manage shifting priorities and follow through on action items.  
  • Strong organizational, verbal and written communication skills essential. 
  • General working knowledge of air quality compliance, water discharge, waste management, and SPCC requirements, as well as familiarity with CAA, CWA, RCRA, CERCLA, SARA, TSCA, DOT, and FERC regulations extremely beneficial.
