Provides Williams’ West Operating Area (OA) Central franchises with on-going Air Quality and Environmental regulatory and compliance support in Louisiana, Oklahoma and Texas.  Performs analytical, technical and general duties associated with the development, execution, and programmatic maintenance of the OA’s regulatory permitting and compliance responsibilities.      



  • Provides on-going support to the Central Franchises with air quality compliance program management, including but not limited to:   air permit recordkeeping, developing and submitting regulatory reports, assisting with air permit applications, conducting regulatory review and generating reports of issues and metrics;
  • Review all air permit applications to maintain permitting strategy and consistency.  This currently includes all modifications and renewals.
  • Prepares, reviews and submits Title V Annual Compliance Certifications and Semi Annual Reports to regulatory agencies.
  • Collects necessary information and data in preparation for the annual reports required by NSPS Subpart OOOO/OOOOa.
  • Coordinates annual GlyCalc runs for NESHAP Subpart HH.
  • Performs Green House Gas (GHG) data mining and information flow.
  • Maintains all central franchise air permit files, air permit tracker, applicable compliance calendar tasks and maintains document control of all files.
  • Perform data gathering in preparation for regulatory inspections and permit application development;
  • Perform environmental compliance audits, due diligence investigations and causal investigations;
  • Assist with negotiation of appropriate permit terms and conditions with regulatory agencies
  • Track, schedule and manage compliance testing and submittal of emission tests to regulatory agencies;
  • Prepare reports and presentations for internal customers such as management, leadership meetings, EHS Meetings, etc.;
  • Prepare and present environmental compliance procedures and training materials to the OA;
  • This position includes regular travel to field facilities in the OA, as well as occasional trips to state agency offices;
  • The successful candidate will be expected to work closely with other Environmental Specialists, Operations staff, Engineering and Construction and environmental consultants to maintain and distribute data and documents related to permitting, compliance, and company performance metrics.



  • Bachelor’s degree in an scientific, engineering or equivalent technical field required
  • The candidate should possess a minimum of 5+ year’s recent and directly related air permitting experience
  • This position requires a motivated, hard-working, team player with attention to detail, ability to develop effective solutions to highly complex issues and possess strong organizational, people and communication skills
  • The candidate must be able to assess environmental risk, provide recommendation(s) as to the appropriate course of action to address such risk and participate in the implementation of the approved course of action, including development of required regulatory documentation
  • The candidate will be required to provide information to managers, supervisors, co-workers and subordinates by telephone, in written form, e-mail or in person
  • The candidate must be able to work and communicate effectively with all levels of co-workers, clients, contractors and regulators
  • The candidate should have a strong knowledge of the Clean Air Act regulations and applicable New Source Performance Standards, National Emissions Standards for Hazardous Air Pollutants, Greenhouse Gas Reporting, and state specific requirements
  • Fundamental knowledge of RCRA, EPCRA, SPCC, NPDES, OSHA, NFPA and corresponding State regulations is preferred; Demonstration of fundamental computer knowledge through effective use of a personal computer including Microsoft Office applications
  • Demonstration of fundamental knowledge through effective use of emissions modeling software, including but not limited to: US EPA TANKS 4.0.9d, GRI GLYCalc & BR&E Promax, 
  • The ability to learn company specific applications is also required; Experience with air pollution modeling or screening software such as BR&E Promax is preferred.
