The Employee Safety Specialist will be responsible for providing support to field operations to positively shape and grow the organization’s safety culture and practices for Williams’ Northwest Pipeline located in Washington and Oregon. This position will be located in Battle Ground, WA and will report to the Safety and Environmental Manager West (region 1).


Responsibilities

The Employee Safety Specialist (ESS) provides guidance, training, awareness, and proactive leadership to ensure safe and reliable operations.  The ESS should be comfortable interacting with management and operations personnel, and should be skilled at influencing individuals independently.  The ESS contributes to the success of the Operations by effectively integrating safety expertise. 

 

The ESS uses Williams’ Integrated Management System (WIMS) as the tool and guideline to help execute on standards, procedures, and manage the information necessary to meet company standards and expectations.  The ESS provides technical safety related services; conducts and coordinates the employee health and safety programs for the assigned area of responsibility.  The ESS coordinates and facilitates incident investigations, and analyzes trends from incident investigation reports, hazards, near misses, and field observations within the company. 

 

The ESS is responsible for maintaining a strong field presence.   In addition, the ESS provides leadership and partners with the Area Leadership Teams to develop proactive solutions and training based upon these trends.  This position shares accountability with the Area Leadership Teams for the effective implementation and performance of safety and compliance initiatives, as well as the development and implementation of new programs. 

 

Primary functions of the position include:

  • Facilitate the implementation and ongoing execution of safety related standards and procedures in accordance with WIMS guidelines.  Including support, mentoring and encouraging personnel as to the effective integration of the safety related standards and procedures described in WIMS into daily operations.  Provide feedback for the continuous development and improvement of WIMS.
  • Participate in scheduled meetings with Area Leadership Teams to identify and discuss recent incidents, near misses or safety related observations; as well as outstanding action items and associated plans for resolution.  Promote discussion of opportunities for continued development of safety programs based on area performance measures or trend observations; and lead discussions of applicable safety topics for monthly employee meetings.
  • Conduct and/or participate in hazard assessments, incident investigations, facility inspections, compliance audits, process hazard analyses (PHA’s), contractor safety inspections, emergency response drill critiques, and regulatory agency inspections.
  • Provide appropriate input to Area Leadership Teams and Training Coordinator concerning technical and EHS related training needs and requirements;
  • Develop, implement and track Action Items for the area with applicable schedules.  Advise Area Leadership Team as to how to best develop actionable, effective Action Items. 

 

Qualifications

  • Associates or Bachelor’s Degree in a health/science related field such as industrial safety, loss prevention, fire protection or industrial hygiene is preferred.
  • High school graduate plus 4-5 years safety related experience in one or more of the following:  oil & gas midstream, oil & gas transportation, petrochemical plants, petrochemical pipelines, other relevant plant and/or pipeline operations.
  • Technical and functional knowledge of OSHA and DOT regulations, including principles of Process Safety Management.
  • Safety certification is preferred but not required.
  • Experience with implementation of process safety management programs.
  • Must have the ability to function effectively independently and in a team environment.
  • Must possess strong presentation skills and the ability to facilitate and provide instructor-led training of life critical safety procedures.
  • Must be proficient in the use of Microsoft Office and ability to adapt to and use a variety of database applications.
  • Travel up to 50% may be required.  A valid driver's license is required.  
  • Candidate must have demonstrated safety experience which may include:
    • Participation on a local safety committee
    • Presented safety topics and training
    • Conducted facility safety inspections, assessments, or audits
    • Reviewed, modified, authored, or prepared written procedures
    • Provided training to others (on-the-job training or Instructor - led)
    • Incident investigation & reporting
    • Project Safety Support
